. happy new year. thanks for joining us. i'm jc hayward. legislation to keep taxes from going up across the board is headed to the house of representatives. the senate approved an agreement early this morning. house speaker john boehner has not endorsed that agreement but

he has promised a vote or g.o.p. alternative right away. danielle nottingham has more. >> reporter: house speaker john boehner is promising a quick vote on the fiscal cliff bill passed early this morning in the senate or an amended alternative. baner has not endorse -- boehner has not endorsed the agreement which may face opposition from conservative lawmakers in the house. vice president joe biden negotiated a deal with senate republicans over the weekend. the agreement makes bush era tax cuts permanent for individuals making under $400,000 a year and families making under $450,000. it also postpones harsh across- the-board spending cuts for a few months. >> this shouldn't be itself model for how we do -- be the model for how we do things around here but i think we can say we've done some good for the country. >> families will make up today to the assurances their taxes won't go up $2200 each. >> reporter: president obama praised the senate agreement and urged the house to act

without delay. capitol hill is quiet right now after an unprecedented late night. normally these halls would stay empty on new year's day but both the house and senate are in session with billions of dollars in spending cuts and tax increases on the line. lawmakers missed the january 1 deadline but the bill will be retroactive. many taxpayers across the nation are frustrated lawmakers waited so long to act. >> the whole system is flawed. it's terrible that it takes this long to get something done that affects so many people. >> it has been a very frustrating process. >> reporter: if the measure becomes law, it will be the first significant bipartisan tax increase since 1990. danielle nottingham, cbs news, washington. >> the bill as it is written also keeps the alternative minimum tax for the wealthy from hitting millions of middle- class families. a seven-vehicle accident closed both directions of new york avenue and bladensburg

road this morning. the pileup happened right in front of "the washington times" building. according to police, at least 18 people were injured and several people were taken to local hospitals. the road is now open in both directions. there is no word on what caused this accident. police are looking for a man who stabbed a woman on a metro bus in southeast this morning. a metro spokesperson says the bus driver heard an argument and stopped the bus. that's when he realized that the woman was suffering from a stab wound. ems arrived on the scene. they took the woman to a local hospital. eyewitnesses say that the man stabbed the woman and then ran out of the bus on foot. authorities are examining surveillance video from the bus in order to get more information. maryland's new law allowing same-sex marriage took effect at 12:01 this morning. and same-sex couples in maryland have been able to get

marriage licenses since december 6. but wedding ceremonies were not allowed to take place until today. baltimore's mayor had a special overnight opening of city hall in order to allow seven same- sex couples the ability to get married. ceremonies at other city halls and courthouses in maryland will begin taking place tomorrow. a two-alarm fire ripped through a church in oxon hill this morning. firefighters responded to the first wesleyan church of oxon hill around 7:30. after assessing the fire, more crews were called in to help battle that blaze. >> upon our arrival, we found heavy fire conditions on the first floor with extension to the roof. we've had several crews out here. had come call for a second alarm since it was a difficult fire to put out. >> it took about 20 to 30 minutes to put the flames out no one was injured but damage is estimated at over $100,000.

the cause of the fire is still being investigated. the prince william county police department is mourning the death of one of its officers in the line of duty. the motorcycle officer was responding to an accident yesterday afternoon in bristow. he collided with a minivan at it turned left into a shopping center at the intersection of nokesville road and piper lane. the officer was pronounced dead at the hospital. he's been identified as 35-year- old chris yung. he's a seven-year veteran of the prince william county police department. he lived in warrenton and he leaves behind a wife and three children. the d.c. government has announced plans to build a new frederick douglas memorial bridge. the projected price tag is $660 million. construction would start in 2015. d.c. mayor vincent gray says in the long run, a new bridge would save taxpayers money over

the cost of making repeated repairs to the existing bridge which is 63 years old. the uglas memorial bridge handles about 70,000 commuters every day as they cross the anacostia river. you can't really complain about the weather today. olga has the forecast. she's out on our weather terrace and she tells us that we can expect some nice weather, maybe a little bit of showers this afternoon. right, olga? >> reporter: that's right. i'm still tracking a storm system passing mainly south of us. so far we've been dry. the potential is later on this afternoon until about the 3:00 or 4:00 hour, we could see a sprinkle with the cloud cover, though, our temperatures have been consistent. right now we're at 44 degrees. that's where we've been for about two hours. we're pretty much going to sit right where we are interest the afternoon before -- into the afternoon before our temperatures start to drop down into the 20s and 30s later on tonight. now there is a blast of some cooler air moving on in behind this front. i'm let you know how that's going time pact the remainder of -- going to

ism pact the remainder of the -- impact the remainder of the abbreviated work week. i'm have those details when we return. while most of us are celebrating the new year, some families are enjoying a new life. the doctors at shady grove adventist hospital celebrated because it welcomed its first baby of 2013 at 2:43 this morning. it's a baby girl weighing 6 pound 6 ounces. and being the first born of the new year, well, that baby was able to receive a special baby gift basket. congratulations to the family. north korea's leader does something that has not been done in almost 20 years. we'll tell but that when we come back. >> and the outrage of a gang rape in india continues as it overshadows the celebration of new year. details when we come back.

in india outrage over the death of a 23-year-old woman continues to spread. authorities are clamping down on demonstrations but that didn't stop hundreds of people from gathering for vigils last night. many canceled their new year's eve parties to reflect the mood across india. one protester said that they want justice and politicians should act fast. the young woman died saturday, two weeks after she was brutally attacked. five men and one teenager have been charged with the crime. north korea's leader kim jong un made a rare speech welcoming in the new year. it's the first address by a north korean lead near 19 years. he became the leader after his

father died in december of 2011. in his speech, kim celebrated his nation's successful rocket launch last month and he also spoke about easing tensions with south korea. a woman is facing charges after she hit a teenager with her suv over a parking space. this happened at the wal-mart in bartow county, georgia. according to police, angela coronet, a county school board member, got into an argument with a 17-year-old girl who was saving a parking space for a friend. >> she pulled into the parking spot and hit her with the tire of the vehicle. we did see a scuff mark on the victim's neat which was consistent with the tire during that incident. >> coronet claimed she told the teenager to move as she pulled into the space. she says the girl leaned against her suv and started yelling. police say the wal-mart

security camera video shows that coronet struck the girl with the vehicle. the teenager was not seriously injured. coronet has been charged with misdemeanor reckless conduct. i don't have to tell you the redskins are the nfc east champions. they're just one of d.c.'s winning sports teams. we're going to showcase the rise of your sports teams in just a moment. >> olga will have the forecast. >> that's right. the clouds are sticking around. the temperatures today reasonable. in fact, we're a couple of degrees above normal right now. i'm tracking some arctic air that will start to move on down in our region. i'll let you know how cold some of these nights are going to get and how nice or not nice is will be for the sunday game. i'll have all of your extended forecast details coming up when 9news continues.

the college football hall of fame is moving. atlanta will be the new home of college football history. the groundbreaking for the new hall will be held january 28. it is scheduled to open by the football season in 2014. right now the hall of fame is located in south bend, indiana. washington is a sports town now. sunday night's big win for the redskins punk yated what has -- punctuated what has already been a great year for d.c. sports fans.

bryce harper and stephen strasburg, the nats clinched the best record in major league baseball. >> they surprised everybody. they d. they took it to the playoffs. i wasn't expecting that one at all. >> reporter: the washington capitals have its diehard fans, too, even as the team remains benched because of the nhl lockout. >> with the caps being gone, it's hitting my heart. >> reporter: there's even optimism for that other washington team, the wizards. john wall will be back on the court in january playing for the first time with another great young player bradley beale. who knows. maybe even a wizards fan's dream can come true. at the verizon center, andrea mckaren, 9news. >> andrea also points out ma d.c. united made it to the soccer playoffs for the first time since 2007 but lost the eastern conference championship. a good sports town needs quality sports food.

listen to this. an australian man put together a 200-pound hamburger. with some incredible things on it like fried eggs, cheese, steak, bacon, and barbecue whole chicken. is that something or what? the chef says the jumbo size burger took him several hours to make. well, they partied in times square, but let me tell you that snow is no rare sight for people who live in canada. but even many of montreal residents were surprised by the record snowfall that they got last week. sean henry shows us that folks are still trying to dig out there. >> reporter: lynn isn't waiting for city crews to clear her sidewalk. she sees too many of her neighbors walking in the streets. >> it's dangerous. also my daughter has to pass here to go to downtown to work.

>> reporter: once her daughter gets downtown, this is what she'll find. snow removal trucks and no parking signs. constituent wants this area cleared first. that means work on new year's day. >> here in downtown, we will be working all the days. >> reporter: other areas yet to be touched will have to wait, possibly till the end of the week. >> most of the drivers, okay, they cannot work more than 70 hours, okay. so one day they have to stop. >> reporter: in the meantime, life goes on. it's garbage day in this east end neighborhood. crews will pick up the trash first. snow removal will come eventually. the food must be delivered one way or another. despite having trouble getting out, volunteers of the food bank have made all their deliveries during this record snowfall. >> normally the route on a normal day takes two and a half to three hours. and i could see it taking at

least an extra hour. we are fairing much better here. >> you know, when canadians say it's a lot of snow, you know it really is a lot of snow. >> they're used to it. >> oh, yeah. we haven't seen too much in snow. and i don't think we're going to have too much of a shot at it as we start off the new year. things have been quiet and calm for us on our radar today. this morning i tracked a little bit of moisture across some southern portions of maryland and portions of virginia, mainly near the richmond and norfolk areas. but right now we're looking pretty good. let's take a look outside. from our weather cam, you can see a beautiful shot of the city skyline. still a little hazy. we've had some overcost clouds just hanging around for much of the -- overcast clouds just hanging around for much of the morning. we can't rule out the opportunity for a little sprinkle or two to move on in. that's why our day planner has a few of those drops falling by the 3:00 day part. temperatures are at 44 degrees. that's pretty much where we're going to sit for the remainder

of the afternoon. as the moisture comes through, we might drop a degree to 43 by 3:00. after sunset we'll start the slow slide back out of the 40s and into the 30s. but because of the cloud cover, we're not really going to change too much temperature wise over the next several hours. here's how we look on satellite and radar. you see the large batch of moisture down to the south. that's along a cold front that will sliding off to the east. what's happening is most of that is hitting the southern zones, the slippery stuff, the icy precipitation staying in the higher elevations in the mountains. we are pretty much in the clear for the remainder of today but please keep in mind we might see that sprinkle roll on through, though, not too much of a chance. right now temperatures comfortable in the 40s. our normal this time of the year is around 40 degrees. we're actually a couple of degrees warmer at this hour. it's feeling a little bit cooler than that because of our winds off the north and north west that will continue tonight but our winds have been reasonable, mainly 5 to 10 miles per hour. we're not the only ones in the

chill. very chilly frigid temperatures for the northern portions of the u.s. this is the air that's going to be coming down in our direction over the next couple of days. basically keeping us in our winter chill as we head toward the end of the week. albeit a very appreciated work week. as far as the clearing we're expecting, mostly cloudy skies into the evening hours. notice the moisture move down to the south. overnight partial clearing. we'll start off with a mix of sun and clouds tomorrow. but as we get into tomorrow afternoon, we're going to break out some sunshine. don't expect the temperatures to respond tomorrow, though, because with our northerly winds and that drier, cooler air coming in from the north, we're going to stay in the upper 30s for highs tomorrow afternoon. then as we go out of the wednesday into thursday and friday, the forecast still looking pretty sunny with partly cloudy to mostly sunny skies for the remainder of the week. here's what you need to know for today. forecast highs right around average. a couple of degrees higher. we'll hit about 44. as we get into the afternoon

hours. tonight is going to be chilly though. below freezing in the city and in the 20s in the suburbs. it's going to feel chillier than that. tomorrow temperatures struggle to even get out of the 30s. we might squeak out a 40 for manassas but that will be the exception rather than the rule. keeping it green for today, tomorrow, and for thursday, but the end of the week, i have a slight opportunity for a storm to pass to our coastal areas. that will make it breezy on friday. could see a snow flake mix in but otherwise we're looking cool well into the weekend. stay with us. we'll be back after this.
